This staged build is not a duplicate of the existing manual UTC-offset calculators: it converts a source city, date and time into a UTC instant, then projects that instant into named target city zones with browser-known IANA offset rules, date-shift warnings, business-hour fit and share/print proof.

IANA and browser runtime basis
The embedded app uses Luxon with IANA time-zone identifiers and the browser Intl runtime, so it can show current offset and DST behavior known to the visitor device instead of asking the user to type offsets manually.
Proof panel
The UTC instant, city matrix, date-shift labels, copy summary and print action make the conversion explainable enough for a staged approval review before any permanent route promotion.
